Racism: Can't discriminate for someone without discriminating against someone else. So treating people differently based on their race is racism. There's no other possible definition.
I accept that outright discrimination occurs whether there are laws against it or not, 90 percent of the employees in Chinese takeaways are chinese, you want to force a quota on them good luck with that.
