If she hadn't followed government regulations for deleting sensitive data, then you'd be accusing her of that. The dossier was opposition research, nothing more. Millions is easy, through real estate. Billions are usually kick-started by a donation, usually through inheritance (like Donald), or through shady gifts (like Jared).
