Just another non event or at what point does the increasing sabre rattling on her part constitute a problem?
As a motivating factor, though, the US could make a casual comment that a nuclear-armed North Korea would have to be counterbalanced with a nuclear-armed -- oh, which one?...Taiwan, say.
That might possibly create an interesting dialogue.

And as long as the US maintains its own nuclear arsenal, it has no real moral justification for demanding that other countries refrain from doing the same. The great concern with the proliferation of third world nuclear arsenals is not that those countries themselves will deploy those weapons, but that it increases that chances that one will eventually be acquired by a terrorist organization. As they are not territorially based, the threat of nuclear reprisal (which keeps nation states in check) would be ineffective. The deterrent of "mutually assured destruction" would not be applicable.

The situation has comedy potential:
"While the outside world was condemning Kim, state media had him enjoying a performance by troops including the songs Our General Is the Best and Song of Coastal Artillery Women."

Most analysis I've listened to, says that they are broke and their nuke capability is nothing more than a 50 year old technological, almost anyone with internet could have cobbled together joke.

Now while it may be comforting to ridicule their abilities to make their threat appear insignificant, but does the west court hubris and totally ignore Murphy's law and underestimate the potential for a total local radiation disaster if a really stupid escalation occurs, because Kim Joong Il wants to launch a dynasty and what better way to establish your credentials than showing the world how big your smoke is!
