It most certainly did not. It quoted from a column written by a John Semmens from his satirical (do you know what that means?) Semi News series on the web site of the Arizona Conservative "offering a mock explanation" from Obama (do you know what the word "mock" means?)
The last sentence is pretty clear: However topical it might be, it's just a bit of political commentary-cum-humor, though, not the Senator's own words. (emphasis added in the hope, probably forlorn, that you might grasp this)

Actually, looking at Snopes, this seems to be a false rumor. The only rumor they gave a green light to was the "removed flag from airplane" rumor.
