Some peoples don't want democracy and don't have the social traditions (such as an independent judiciary and a free press) to make it work even when it is offered to them on a silver platter. Just look at what happened in Afghanistan: despite 20 years of coaching by the USA and the UK, Afghans hadn't the backbone to fight for democratic self-governance. They threw down their weapons and capitulated to the Taliban within two weeks after the USA pulled out, although they knew perfectly well what was in store for them when the Taliban came back. Afghans had the choice to fight for democracy, or capitulate to the Taliban, and they chose the latter. Democracy meant nothing to them.
Western racism towards colonial peoples is nothing new, so your attitude is hardly surprising.

Israel can negotiate with any stabile government, repressive or otherwise. The point about Gaza is, government failed there and that was why Hamas got a foothold in the first place.
