I don't think the current debating format is any good. The aim of each candidate is just to produce one or two emotionally charged sound bites that will be quoted the next day in the press.
What we need is an actual debate over policies and political philosophy, but it has degenerated into a slanging match of 'gotchas.'

No earphones or teleprompters. Let's see what they actually have to say.
The audience could vote on each response, on the winner of each topic, and the winner overall.

Indeed the Presidential debates have had a certain format and rules that every debater generally followed. Until Trump that is. He has insisted on constantly interrupting other demands and not confining his remarks to his allotted time. So whatever changes are being made are to enforce the existing rules that otherwise Trump has shown a disrespect for. Good and about time.
