The vast majority of arrests are for drug "crimes", petty misdemeanors or simple assaults or other minor crimes. Violent crime rates have been dropping for more than three decades.

Also, for those poor enough, they have nothing to lose by not showing up for their court dates.
If you don't own a home (perhaps you're staying with your latest girlfriend) and commit armed robbery, why do you even bother showing up for your court date?
This will be nothing but more work for overworked police trying to track down people who can't be bothered to show up.
