To police themselves,, which we all do everyday, is to be sure they break no laws, like we make sure not to run a stop sign. So, yeah , "Right", as you say at the end of sentences a lot, ...Right! Government is a monopoly and it can create monopolies. Governments created the monopoly now called "private property" by the persons in despotic control giving exclusive power over certain natural resources to their relatives or best subordinate killers and excluding such power from the vast majority. This monopoly was promulgated and enforced by nothing more than brute force (as such a deprivation of liberty to most had to be).
