pawnhotred and jammer are spot on. in the U.S., the states control the National Guard units. localities and states are first responders. FEMA is national level, and its responsibility is distributed over fifty states and many more major cities. New Orleans and Louisiana officials were primarily responsible for local hurricane and flood preparedness, when everything goes to hell they turn around and try to blame the feds. the mandatory evacuation came very late and was apparently not followed. you have all these people who've been thru false alarms before, and spent real money that they couldn't afford on those false alarms (say $1200 for a few days stay outside the area).

The evacuation

It was announced at a news conference by the Mayor Ray Nagin on Sunday 28 August, less than 24 hours before the hurricane struck early the next morning.

The question has to be asked: Why was it not ordered earlier?

The Louisiana Governor Kathleen Blanco said at the same news conference that President Bush had called and personally appealed for a mandatory evacuation.

The night before, National Hurricane Director Max Mayfield had called Mayor Nagin to tell him that an evacuation was needed. Why were these calls necessary?

Again, as with Fema, the New Orleans mayor should have known that on the Saturday, Katrina was strengthening to Five.

It was already clear on the Sunday that the evacuation would not cover many of the poor, the sick and those who did not pay heed.

The mayor said people going to the Superdome, a sports venue named as an alternative destination for those unable to leave, should bring supplies for several days. He also said police could commandeer any vehicle for the evacuation.

But how much support was there at the Superdome? And how much city transport was actually used? There is a photo showing city school buses still lined up, in waterlogged parking lots, after the hurricane.

Update: a reader has pointed out that there are detailed plans for Louisiana and the City of New Orleans for an evacuation and these make it clear that buses should be used to transport those without cars. See links.

if you're looking for discrimination, look for regional discrimination. they had to send a hospital ship all the way from Baltimore. if the Gulf doesn't have its own ship, in spite of frequent hurricanes, why hasn't Congress funded one?

We used to be Allies (The Germans and their army, you know the guys which build everything up and are in charge for peace once your marine killer commandos has left the area). But no more when it is up to me.

The US will someday leave the Iraq for its doom and flee as they did with Vietnam. Then the Iran will come and the only result of the great WAR ON TERROR will be devastation and chaos in the area and just another Islamic God State. Well done !

Funniest thing about Katrina (my regrets for the human loses) is the oil price. First you make war to get oil and then 50 % of your refineries go down the plumber. I laugh my a** off. And Sri Lanka offers the US help as the are competent enough to make war everywhere on this planet but too incompetent to save their own people.

And during the interview with your brave president the streets have been cleaned (cause America just want to see heroic stories in TV, Brave new world with such people in it !). THat actually means they have spent forces which could have helped the people on bringing the president on air in an appropiate manner for the PR advisors.

The whole thing is a fu*** joke.

you are stretching your point pretty thin, there ... germany has 12,000 soldiers scattered about europe and asia ... whoop-de-doo .... there are more U.S. soldiers stationed just at Ramstein ...

If you look into the lands where our troops are you´ll see that the basic op´s the German military is used for is building up an infrastructure again and to do law enforcement in relation with the public (do you see anything alike in Iraq ?)
Oh and of course for paying a bigger part of the whole miltaria OP and sh***. Therefore and because we are not afraid of anybody and our own shadow we don´t need such a great army as the US.

12,000 German troops stationed outside Germany.
16,400 U.S. troops stationed at Ramstein.
