It specifically mentioned "Federal laws" as well as Army regulations and DoD policies all as "rules" which "clearly prohibit political activities on Cemetery grounds." That is an irrelevant hypothetical. Even if such a provision existed and was unconstitutional, it wouldn't invalidate the other provisions of the Hatch Act or the regulations and policies put in place pursuant to it. Each has to be judged on its own merits.
