5(a)(8) (8) Filming or photographing will not be permitted if it conveys the impression that cemetery officials or any visitor or family member is endorsing any product, service or organization. Additionally, ANC will not authorize any filming for partisan, political or fundraising purposes, in accordance with the Hatch Act, 32 CFR 553, and AR 360-1.

32 CFR 553 is a regulation pursuant to the Army's statutory authority to administer national military cemeteries in accordance with all existing federal laws - in this case the Hatch Act. It states:
§ 553.5 Maintaining order.
The Executive Director may order the removal from, and bar the re-entry onto, Army National Military Cemeteries of any person who acts in violation of any law or regulation, including but not limited to demonstrations and disturbances as outlined in 38 U.S.C. 2413, and in this part.
553.32 Conduct of memorial services and ceremonies.
(c) Memorial services and ceremonies at Army National Military Cemeteries will not include partisan political activities.
