My guess is that it is all about what Trump said. Not actions, but words some perceived as influencing people to do things. So the Trump haters will say his words are actions. The official certification of election results would simply not include the vote outcome from those states. The protestors were there to disrupt congress, create chaos, again because they wanted the illusion that there was something legitimate still being disputed. From the point that each state had finished certifying the election results, the disputes were an illegal conspiracy.
