- which crimes have actual human victims?
- which punishments suit which crime?
- do you punish someone for feeding their kids or someone with psychological problems?
- if not, what do you do then?
- Why do you protect certain criminals?
- why do you muddy the waters between criminals and soldiers?
The list of questions you need to ask yourself is a lot longer still.
If someone’s poor and steals because of that, is a fine going to make them poorer? Does that solve the problem?
If someone is locked up because of theft because they are poor, does the remaining family have more or less chance of getting stuck in poverty?
If you lock people up, are they more or less likely to bump into positive role-models?
Do you want to punish people, no-matter-what? Or do you want to create a safe and healthy society to function in? Which would you prefer?

Bail reform was implemented for a pretty simple reason; neither NY or any other state has the jail capacity to keep everyone arrested in jail until trial even if it was allowed by the Constitution (which it isn't). This isn't being "soft on crime"; it's recognizing A) Reality and B) The 8th Amendment.
