You seem to be presenting the Declaration as the answer to my question. OK,,So, tell us, where in there is the provision which provides for free housing? Who is providing the Free Housing? Where is the Housin ...[text shortened]... laim, simply tell us who gives such right, and in what capacity?

That's idiotic. You break rights all the time. That doesn't mean they magically disappear for everyone. Free speech, freedom, they aren't respected by every government, to varying degrees. Housing is no different.
Finland (and others) believes it is a right and is working on upholding it for their citizens (Finland committed to eradicating homelessness by 2027). The US believes homeless people should be put in jail if they show their dirty faces in the nice parts of town

I have right to drive a Maserati, are you going to pay for it. Forcing someone to provide a house for others would be in contravention of article 17.

Each society, when it's not busy proposing meaningless crap like "condemn socialism" or giving tax cuts to the uber rich, should and must set aside from their budget to ensure no citizen sleeps outside a roof, no citizen goes hungry, no citizen is refused healthcare. This is where the Green Party have worked out a solution that I think has great potential, give all children the same great start with private school standard education.
