The guy who gave him the unchecked weapon should be held responsible, but the fact remains, he shouldn't have been fooling around with the gun, blanks or not.

There weren't supposed to be live rounds on this particular set, so finding one there is concerning and points to lax security.

That was the whole point, there is ZERO place for live ammo. Bu Baldwin thought it was a blank, there would be no motive in actually killing her and would have required a conspiracy if the idea was he had a bitch about that woman and wanted her dead, then more than one person would have had to be involved because if that was what happened in reality, and it mig ...[text shortened]... rounds fill a chamber, the blanks are way shorter and would be obvious even to an untrained person.
But yeah, the bottom line is that Baldwin shouldn't have been fooling around on set waving a gun around, even one with blanks. It's a good bet he won't be doing that any more in future.

What evidence was there that he was “waving the gun around”
All that is known is that he pointed a gun loaded with a live round in it at someone, the gun discharged while he was pointing it and the bullet killed her.
