Why does there need to be live rounds on a movie set?

As I said, it has to be a special situation. They do try to limit the amount of live rounds to only the shots they need (say they have to have a shot of someone shooting bottles or something) and they are usually very careful about it. There weren't supposed to be live rounds on this particular set, so finding one there is concerning and points to lax security.
