Normally someones pawn structure is a diagonal formation, which means it sits on mainly one colour.
Lets say your opponents pawns line up on the white squares...your white bishop would be a "Good" Bishop, and your black a "bad" bishop.
The rule is....if you can sacrafice your bad bishop in order to take your opponents good bishop...jump on it like a dog eating steak.
I'm sure someone higher rated than me can correct me, and every chess rule is dependant on the position at the time, but at your rating level, i'm sure it'll work fine.
