It's mainly for people who feel they should be allowed to die at home among family and friends, but who still need daily care. And yes, pain management is part of that.

@kewpie saidSame exact deal here, only here it is in the patient's home so they can feel more comfortable during their last days. Daily care needs are also looked after (someone to cook, someone to clean up, personal care also, because often these patients are very elderly). The rich can afford this themselves, but for others insurance may step in and provide these services. It turns out that the difference in wording is "hospice care" versus "hospice".
