I don't see what you hope to accomplish by this McCarthy-like quest. Of all the names named, only one actually did something unethical [the guy with tons of low-band tournament victories].
As for the rest of the names, it only highlights the need for rating floors. It is pointless to blame people for resigning all their games to tend to more important things than online chess. Tell us, what would you have a person do in that situation?

You never answered my question. What would you have a player do if life circumstances force them to stop playing chess for a few months?
I won one or two 1400-1600 or so rated tournaments that I started when I (obviously) was that rating but also playing at that level. Then I started paying more attention to chess on RHP and as a consequence I'm yoyoing around 1800. Should these tournament victories be taken from me?
Some people are obvious sandbaggers, others might just have improved their chess or their attention to it (which basically improves the chess just as well).
I was thinking of posting this with a point in it somewhere, but now realise I've failed at that. Apologies.
Sandbaggers are an irritant, they only get to you if you let them. I simply resign any tournament where I'm up against a sandbagger.
Life's too short to worry about pathetic people - we're here to play chess and to have a good time in the forums. And it's way too easy to imagine sandbagging where none exists - we all have lives outside chess, that include things like assignments, exams, girlfriends and computer problems!
So worry about your own game and think about this - at least real sandbaggers give you the opportunity to improve your own game by playing higher-rated players!
