I've been unable to find documentation of this in the 1988 law or any of the subsequent amendments. The eligibility requirements listed in the Justice Department's archives don't mention heirs, but they do mention that parents and spouses of the interns are eligible. Am I missing something here?

No you got it right. If an internee has died, then either their parents or spouse may recieve their payment. These are the "heirs" whatsisface refers to. But it's not their children/grandchildren/great-great grandchildren blah-blah-blah he claimed

My grandma was a Native American (she used to call herself an American Indian). Anyway can I get in on this and get any money? Can I get any land in South Dakota or Nebraska? No, wait…who’d want any land there? Would Russell Means replace Dubya as my national leader? If I don’t pay taxes who’s going to pick up my garbage? How am I going to play postal chess with no Native American post office? I have a million questions but they aren’t important. What’s really important is can I get any money?
