There are plenty of other options open for online chess after all.
At ICC all busters belong to more of a "secret society" than you can imagine. Nobody but the buster group knows who these people are... NOT EVEN high-ranking managers know their identity! They have "tools" that would boggle your mind. Any buster at ICC can check your computer while you are logged onto the site and determine if you are switching between windows while playing.
I don't like the idea of someone interrogating my computer while I'm playing at their site. As far as I know, that isn't quite the same as what RHP uses.

But, there are a great many people that have been accused by various members of the site; that have either been: cleared, or insufficent evidence has been found. We don't want to wrongfully ban anybody. The reason this process takes so long is because of that fact.
There is no concept of being cleared, because it is impossible to clear someone of cheating. If, after investigating a complaint, we find insufficient evidence of cheating, we simply move on.
Although we can reach a point of certainty that cheating has taken place, we can never be certain that cheating has not taken place.
If you make a complaint, and that person has not been banned, either they are still being investigated or insufficient/inconclusive evidence has been found... thus far.
The burdon of "proof" has been set exceptionally high by Russ. There has to be overwhelming evidence of cheating. There has to be certainty beyond reasonable doubt. The decision must be unanimous.
There is an infinitely greater chance of a cheater getting away with their activity than there is of someone being wrongly banned.
But the idea that anyone can or will be cleared? Don't hold your breath.
