How is “commemorate” related to spymasters or james bond?

As I’ve always said, setting the clues can be just as hard as guessing the word. I’ve had a few of mine questioned

You're all right, and I've just learned something I didn't know - that there are only 3 Ms in commemorate. My bad.
Bond's spymaster M - it should have been 3 spymasters, clearly.
The " applaud" was meant to cover, in some way, both rate and commemorate.
The clues are themselves supposed to be cryptic, not just simple definitions. If only I hadn't made it unsolvable by getting the M count wrong.
