We see far greater abuse of the rating system from people resigning games en-mass to "clear their gameload".
I would suggest, though, to remove any grounds for complaint or suspicion, that he plays unrated games against his son in future.
I told Phlabby in a PM that I thought mass time-outs were a far bigger issue than a father agreeing to a draw with his son after 32 moves in an even position.
