I suppose if you can only evidence strong CC play & on a CC site you were banned for playing like an engine, then I can understand that you are in a bind.
for what it's worth, it seems to me ih8sens stopped using an engine joining chess.com. based on my games there so far, 1900s on chess.com play on roughly the same level as 1600-1700's here. which incidentally seems to be exactly the level he was here before switching the engine on. (btw also confirming my hunch that engine users simply don't have what it takes to get better, as his improvement since getting banned is nonexistent.)
but, as is typical for cheaters, he's now looking for an easy way out, getting the banning overturned because of a technicality. one right word from russ would save him from all the tedious & grueling work of actually getting better. unfortunately for him, there is no requirement for the admins to follow any guidelines, nor obligation to overturn their decision for technicalities. it's no cop show from the 80s where the crook gets away because miranda wasn't read to him.
the only way ahead would be to actually prove he got better at chess, through uscf for example like you said. but that would, again, require him to actually work for it, which isn't gonna happen.
