CT Art (1200 problems in thermatic order)should help you master tactics when they arries, but as it has been pointed out it wont help you get those positions.
If you want to learn tactics id suggest you study the "romantic" masters games. Very good play, much easier to understand, highly tactical.
Oh, if you do play the KG play 3.Bc4 instead of 3.Nf3. Although they can hit you with Qh4+ after Kf1 whites chances are quite good. Maybe the most deadly line for white (OTB) is the "scarecrow" line as Johansson (a 2200 swedish player and the only person I know to really take a deep look at 3.Bc4, ie about 110 pages of analysis) calls it.
1.e4 e5 2. f4 exf4 3.Bc4 c6 4.Nc3 d5 5.exd5 Qh4+ 6. Kh1 f3.
f3. opens a discovered attack on the bishop, the traditional line was d4, Johansson recommended d3, which from play does feel a lot more solid.
7. d3 fxg2 8. Kxg2 Nf6
At least you wont get boring play 🙂

always look at the most violent and crazy options first ...
if they do not work, then think about what preparation move might make them work,
if you still have not found a path, you may just have to play the sensible move like the rest of us.

he's rated like 1200 or 1300, which is fine and I'm sure hell improve but Tal would NEVER lose to anyone on this site, even though there are some wonderful players who put me to shame each and every time, Tal is just one of a kind....

Are you saying Tal was born a tactical genius? I dont think he was, he had to learn how to play chess, just like the rest of us. So give the guy a break, if he wanted to be like Tal im sure he could be or come damn close if he put in the time and hard work.

I think a lot of todays GMs would give Tal a run for his money.
He could play in a Tal style right now if he wanted. A lot of players styles are created by study of a masters games and then basing their own play on that.
As it happens I think hes going the wrong way about it. No doubt most Masters have done the 3 things he listed but most dont play in a Tal style. A chess style is a mind set, you need to study Tal games in detail, ask yourself what was he thinking, why did he play this, and try to get into the Tal way of looking at chess.

Nobody is born like Tal. It was his absolute passion for the game that gave him the motivation to became what he was. With that, he poured in hours of hard work and became the best. Obviously, he had a trainer which played a part in all this. So there we go, perhaps I need a trainer.
