At the very highest levels, Nc3 is played almost exclusively. Why is that? Because it offers white the best chance for lasting advantage.

However, below the highest levels, nearly everyone has great difficulty against the French. That's why you'll find players advocating equality for white on move three (as the author of this thread).

At the highest levels, 1...e6 is a distant third in popularity.

One of the lines could be 1.e4 e6 2.d4 d5 3.exd5 exd5 4.c4 which is often used by GM Normunds Miezis, but personally I dont like to play this line as white.

Other is 1.e4 e6 2.Qe2 which seems to be good choice.

Also I can suggest 1.e4 e6 2.d3 anf if 2...d5 then 3.Qe2!?

I fall to this one when I'm using premove in blitz. Otherwise, it is not dangerous to the French player that has prepared his or her opening repertoire.
