Paul explains this dynamic of overcoming the sinful nature in Romans, as you know, and he is talking to Christians not atheists as you also know.

Therefore, is you OP working on the assumption that atheists can do NO good

Why does your conscience at times condemn unbridled, unrestrained greed which you may fall prey to "instinctively"?

A group of rough "straight" guys instinctively feel to physically beat up a gay man.

Others would condemn them for not listening to their conscience for it.

1.) Should they excuse themselves that they are only behaving instinctively?

2.) What has happened to them that they are too weak to go along with their conscience not to physically harm the fellowman so?

A conscience is a product of our life experiences to that point and provides a standard to which we might sometimes fall short (and judge ourselves for).

So Mr X's established morality, marshaled by his developed conscience, might believe stealing is always wrong. However, due to a basic instinct of greed, lets himself down and gives into temptation when he sees an opportunity to steal a biscuit.

A conscience is a compass, not a straight jacket.

Weak reply.

It has nothing to do with excuses. Our actions are simply not always dictated by our conscience. (In the same way the actions of a Christian are not always dictated by the religious values they've signed up to).

End of the day, all humans can and do ignore their conscience, and perhaps trade it for guilt.
