He who would come forward to God MUST BELIEVE THAT HE (GOD) IS ...
So how can an ATHEIST who does not believe that God IS ... come forward TO God?

That approaches what you want to talk about.
Nothing here however says -

"Don't speak" or " Don't proclaim" or "Don't CONFESS WITH YOUR MOUTH" or "Don't bother SAYING anything because God doesn't care."

Nothing in this exhortation or any other like it goes to the point of saying "Thou Shalt Not Use Your MOUTH"

So your philosophy that "EVEN non-speaking Atheists will go into the kingdom before those who confess Jesus is Lord" is not reliable. An atheist by definition does not believe that God IS ... period.

And "the UNBELIEVING" have their part in the lake of fire.

" But the cowardly and UNBELIEVING and abominable and murderers and fornicators and sorcerers and idolaters and all the false, their part shall be in the lake of fire and brimstone which is the second death." (Rev. 21:8)

I don't think any of them are impressed with your flattery, to begin with.

Rather the two heads of the list above are:
1.) "the cowardly"
2.) "the... unbelieving".

Those two sins top the list of those lost forever.
It could mean that the cowardly really know that there is God or Jesus Christ but for the sake of the fear of men, do not confess this.

The unbelieving includes those unbelieving in the existence of God.
I don't think it means unbelief in the a statue idol of the Virgin Mary or unbelief in something superstitious with a "Christian" label associated with it.

I think it means - does not believe that God IS.
But some may believe but are cowardly to let others know that they believe.

At any rate you should stop trying to flatter the atheists here - "You guys are better than this mouth worshipping Christian."

They overcame the Devil BY THE WORD of their testimony, says Revelation 12:11. Guess what? That involves the use of the MOUTH.

So in our living unto God victory is enhanced by the WORD of our testimony as believers and your war against speaking is probably a doctrine of demons.

Hebrews 11:6,7

And without faith it is impossible to please God, because anyone who approaches Him must believe that He exists and that He rewards those who earnestly seek Him. By faith Noah, when warned about things not yet seen, in godly fear built an ark to save his family. By faith he condemned the world and became heir of the righteousness that comes by faith.
