What does that mean? I understand the first part to mean that one song goes into j ...[text shortened]... egories of categories come into play there again? The second part is just a mystery to me.

In the end, it should be the organiser who draws up the list of entrants in each category. All the contestants need to do is submit whatever they like into the computer, instrumental and vocal folders.
