1. The Heritage Foundation, whose ideology is based on the policies of Ronald Reagan, has a right-wing bias which does not want to find successful examples of socialism. The Heritage Foundation, as advisors to conservative presidents, has a political agenda which consists in ensuring that the socialist experiment is never tried in the America, so they look only at examples of failed socialist states or states which voluntarily abandoned socialism.
2a. The article cites only four (or five) examples of so-called socialist states which either failed or abandoned socialism: Israel, India, the UK, the Soviet block and China, and concludes that "socialism has failed in every country in which it has been tried." This is a wildly exagerated generalization which does not follow from the few instances cited. There are more socialist states than those mentioned, and in some cases socialism neither failed nor was it completely abandoned--in some cases it has been successfully integrated into a modified form of highly regulated capitalism, as in Denmark, for example.
2b. Arguably, the article is actually based on only three instances, since China and the Soviet Union were not socialist, but communist, which is different.
3. States, including capitalist ones, fail for many and complex resasons. It is wrong to assume that failed socialist states failed simply because they were socialist, without regard for other political, historical, geographic, and demographic reasons. I refer you to a massive and well-researched study: "Why Nations Fail", by Acemoglu & Robinson, 500 pages w/index and bibliography, for a more balanced, less biased, view than that of the Heritage Foundation.
4. Don't worry: you don't have to try to prove that socialism cannot work anywhere; the USA will never try it anyway. Vested interests will ensure that the experiment never gets off the ground there.
