air force one did a flyby of NYC and no one bothered to tell Obama beforehand?
If one of the planes is unavailable, Obama cannot fly.
In which case the use of one plane (as in this particular case) must be scheduled well in advance and checked with Obama to insure there is no conflict with his personal schedule so he knows he will not be able to flly. Question answered.

And, the plane does not have a big sign on the side "This is the President's Plane." From a distance it looks like any other commercial airliner.
