It is indeed internal politics, but if this is going on within each party to a conflict, then they are both more likely to adopt non-violent means to resolve the conflict.
What I'm saying is that you need to have the representatives of each party prepared to accept a peaceful solution, which you achieve by political means.
If you haven't got this, you ...[text shortened]... t option for conflict resolution. In such cases, no amount of negotiation etc etc will matter.
