It would have to be Joy Division, but Bauhaus is better than both.
The reason why is that Joy Division sang the only song I can actually recognise, but Bauhaus sang: "Bela Lugosi's dead", probably one of the best songs ever written.
And The Beatles are better than all three but I don't really care about that. Just so you know. 😛

most of new order songs are pretty average though. not like the neverending golden shower of hits joy division was.
bela lugosi is dead is a great song though. have you heard roky erickson's 'night of the vampire'? it's not similar or anything, but it's just a great song.
here's an acoustic version, but it doesn't really do justice.
entombed's version gives a much better picture of its greatness.
