Not really. Most of Bill Hicks stereotypes were that of his own part of America, and he used them to show the failings in his own culture. If you count that as racism, then i guess Bill Hicks was racist, and i cede the point..

sasha baron cohen as 'borat' singing "throw the jew down the well" is not racist for the same reason. not because he happens to be jewish himself, but because he's being sarcastic about it.

You said there's a difference between using racial stereotypes and being racist. If that is the case, you have nothing to reproach widget with, except his alcoholism and possibly bad taste (which pales by comparison to the Suicide Kings defunct logo).
