Like most people, I get my share of people who refuse to resign when they're down 6 pieces and try to drag out the game. I have two methods of dealing with these people, according to my mood at the time:
(a) Move immediately they do, have my move already prepared and sitting in my notebook, so that they feel pressured all the time, but absolutely no messaging, then I'm just a silent steamroller. Sometimes it works, sometimes it doesn't, in any case the game is no longer of concern to me and I don't get stressed about it.
(b) As soon as I feel that I don't want to continue with the game, I just resign, with a message like "don't like playing unpleasant people", put the player on my ignore list, and take the rating drop (one game cannot have a permanent effect on my rating). Because it gives me more time to find friendly opponents and play interesting games, I don't get stressed about it.
Whichever method I use, I keep control of my games, and never allow an opponent to interfere with my state of mind. Your life's too short to waste it allowing yourself to be beaten up inside your head.
That is excellent advice! I've been using #1 ever since this stupidity started. #2 I simply cannot use! No matter how ticked I get I WILL NOT provide this guy with positive feedback which is exactly what is done when you resign! He won't even read your comment. He'll just archive his "won" game and do it even more as you've PROVED to him his rotten system WORKS! But, thx for not calling ME names for complaining.

WHY does everyone on here think I'm complaining about the "time constraints that I agreed to"???" IF you read the post, then check out his games you will see he has done this exact same thing 8 OTHER times as well!! Against 8 OTHER players! At LEAST! AND I don't know but what the games that are timeouts or resignations FOR him aren't the result of the same type of behavior as several people here have said they would just resign or ignore the game which is exactly what the PATTERN encourages. I am complaining of THE PATTERN of behavior, not the stupid time constraints!!! I AM tired of beating a dead horse, tho. so just wait til this turkey decides to show all his pimply friends how to "beat the system" and get rated above a 1000, no matter how bad ya play. As he laughs at us for not doing anything about it!
Yes, that's the best way to deal with it, move immediately and have every move prepared in advance. However, I won't resign just to get it over with. I won't give him the satisfaction.
I try to have all my games ready to go with every move prepared in advance. In complicated positions, this doesn't always pan out, but it means I'm right on top of every game, even though I may take a day or so to make the move. I've never dipped into my timebank, and I never hesitate to time someone out! To do this, I need to limit the number of games I'm playing at any one time. That's why such opponents are annoying.
In teaching chess to young kids, I generally say never resign, but once they become experienced I tell them to resign when it's clearly hopeless because it's the honourable thing to do. You must win with honour and lose with honour. Online, don't play anyone again who doesn't play with honour.

this GUY must BE stopped IMMEDIATELY! he IS blatantly WITHIN his RIGHTS, so MUCH so THAT he IS forming A pattern OF behavior.

Dear members of RHP, please can we draw a line under the whole timeout thing.
1. An agreement is made on the time restraints before each and every match is started.
2. It is up to each player to use these time restraints how and when they wish.
3. If a player is a subscriber and on vacation he/she cannot be timed out. (if you are not a subscriber, like myself, tough!)
4. If the skull appears, press it, you've won the game!
