You seem like a decent fellow and I believe (and hope) that you will be around this site for a while. I also hope that you did not take offence to my posts on the forums (and that you take the insulting posts with a grain of salt; people are clearly teasing you). Anything that I may have said was only intended to be helpful and not condescending or hurtful.
Threads similar to this one appear on the boards nearly every month or two (if I knew how, I would insert several of them here). Players, usually newer players, come along and complain about someone slowing down once they start losing and no longer moving once or twice a day but, instead, waiting until the very last moment of their time to make the move.
The response is usually very quick and not very sympathetic because there is really is nothing that can be done. Although this style of play is not very sportsmanlike or gentleman'ish', it is within the rules of the game even if those rules have become frustrating.
Just think about it, how would RHP enforce a system to punish players for not resigning when the game was 'lost'? Phlab brought up this point earlier in this thread.*
Rather, the rules are clear, concise, simple and easily followed - each game has time limits. If a player fails to move within those time limits, he forfeits the game. No appeals, no meddling from any outside players, just a clock ticking away.
There are also other considerations here:
By posting on the boards, aren't you validating the actions of this other player? Aren't you letting him know that he is getting to you? Isn't this potentially encouraging him (and others) to continue such behavior?
Isn't it unsportsmanlike for players to single out others on the board for their style of play? Wouldn't it be better to 'suck it up' and move on with your life?
Once again, this is not meant to be insulting.
*To do so, RHP would have to form a committee or other player driven entity or a computer program that would receive e-mails/messages indicating the moves to be made and that there was no possible way for the opponent to win (once again, please let me point out that just because someone says that they will make certain moves, it doesn't necessarily mean that mistakes will not occur). Then, this committee/program must review the game to determine if the game is actually lost. Then, the committee/program would have to contact both parties explaining the loss and end the game.
Of course, such a system would have to be included in the TOS for the site and this would be a very difficult process to explain.

frequency of moving. If you want people to move many times in a day (regardless of whether
they are winning or losing), then you should probably play Blitz Chess or Yahoo chess.
The rules of this site say that he is obligated only to move as often as 3, 7, 21 or 28 days,
depending on terms of the game. You elected to play under those terms (or joined a tournament
wherein those terms were explicitly stated). Yes, he's being annoying. Yes, he's being immature.
Yes, he's delaying the inevitable. However, as a subscriber, you have an unlimited number of
games you could play. If he's really down six points, then it shouldn't be much of a strain to
play from such a won position, so take on another game.
What it sounds like to me is that you just want to complain -- point your finger and say, 'Hey,
look at this guy! He's being irritating,' and have members of the community say, 'You're right!
Your life is really tough.' It seems pretty silly to me. If players like this are really having
such an emotional effect on you, I suggest playing only 3-day move with a small timebank,
so you can end them reasonably quickly, or just pick your opponents more carefully. But,
generally, I would just encourage you to get over it.
