When the brain is involved in repetitive tasks it creates shortcuts. Someone with a lot of tactics puzzle experience on CTS will from time to time be able to respond to a position in less than a second and the only slow element will be the time it takes to physically move the mouse to make the move. They have not had to conciously think about it - they just know the answer in the same way a driver knows by how many degrees to turn a steering wheel to cause a car to go around a corner or a guitar player knows where to place fingers to create a sound. Some call this intuition some call it instincts, some call it being in the zone but it typically comes about through lots of practice.
On other occasions a regular practitioner will know the answer - before it has been played - by predicting the move. On these occasions they can have the mouse in the right place to click the instant it becomes available to play. I believe some players have answered puzzles accurately in around 0.5 of a second.

I would add that there are some kind of tactics which experienced human player may notice faster than engine. Not because calculating ability, but because of experience, knowing typical methods in definite positions.
