A several hundered points difference is common, your complaints seem a little misplaced to me. Your statements don't make any sense, unless you are trying to hide an accusation somewhere under that sneering veneer.

I have always thought I was overrated on here, but I guess you are rated what you are rated. I was very surprised at the strength of my OTB opponents, especially in terms of opening theory, an area I knew I would struggle with due to the lack of database and good memory.
I would have won the KG gam ...[text shortened]... riment of his tactcs/strategy was incorrect and has now adapted the way he plays on here.

Overwhelming evidence beyond reasonable doubt is the required standard at RHP. It has to apply in every case. It can't be lowered by the volume of complaints received nor by the volume of the baying for blood.
I cannot say that the player in question was not a cheat. He may have been. I can only tell you that the game mods performed a very thorough investigation and the required standard for banning was not reached.
