I don't think I've ever played this position! As black, I always play Sicilian against 1 e4, and as white, I'm not comfortable with 2. f4.
2... exf4 seems obvious (King's Gambit Accepted). Although Black has moved a pawn twice and given up a central pawn, black has limited white's response to 2 choices. I think black can catch up fairly easily.

You are absolutely right--- I had no clue. I've done a little bit of research since and see what you are saying.

Being a more aggressive player I tend to counter with the Falkbeer Counter Gambit 2. ... d5. Other than that the Gambit should probably not be declined so black will probably play 2. ... eXf which is most common.
Edit. Sorry my original post forgot all about blacks second move and I jumped to move 3.
