I am not going to dispute the accuracy of your statement as it comes from a far my reputable source than eldragonfly but I still have difficulty believing someone can be consistently using an engine and only be rated 1300. A rapidly rising graph is actually a very good indicator of likely engine use and would definitely be taken into account by the game mods.

On another note some people don't subscribe because they're cheap, and don't believe should have to pay for anything. The ones that use a service for free and complain about it are no different than being the welfare recipents of the game. If a person tastes a food and don't like it, they stop eating it. If you try anything else and don't like it, you move elseware or stop using it. Some aren't so bright and continue to use the site for years, and move over 7,000 times, (with no charge whatsoever), and feel that they should complain. We really don't believe that the reason they don't subscribe is cheating or anything else. Maybe it should be called cheaping, and the non sub compainers should be called cheapers. Just a thought. 😀
