And I would agree that most (but not all!) of cheats would have high rating if they will not be banned. I think you have looked at banned players list before it was removed.
But main import of their statements was importance of cheating for 2000+ players. It`s no doubt`s that players with higher rating has more affected by cheats as higher rated players tend to play with higher rated players. But in my opinion even if only 2000+ players would cheat then anyway it would affect lower rated players - for example there are clan leagues, there are tournaments with different rated players.

if A (higher rated players) is more affected than B (lower rated players) it does not mean that B is not affected at all.

As I have said before if someone is consistently rated 1500 and cheating they must be doing it pretty badly. Whilst it is not impossible they are looking at the odd move it is clearly having little, if any, impact on the result and, whilst wrong, is not a major issue for the majority of players.
I think the important thing in attempting to rid this site of cheaters is to focus on players rated above 2000 but that is not the same as saying there are no cheats below 2000.
So eldragonfly please stop quoting me out of context with your idiotic assumptions.
