Being a gay is not illegal in Indonesia. But Aceh is an ultra-conservative province with a good deal of autonomy after a long history of anti-Indonesian separatism. Dealing with the often theocratic unconstitutional actions of its maverick local politicians is a bit of a poison chalice for the central government and there is a good deal of political cowardice in play.
