Everyone else is an atheist.
Muslims believe in a god so they are theists.
Buddhists... may or may not [individually] believe in a god or gods and thus may be theists or
atheists depending.
Agnostics... don't claim to KNOW that a god exists, and so might be either theists or atheists...
although most that call themselves agnostics are atheists as well.

The first question only applies to people who believe in god, who are neatly and simply
encompassed by the label theist.
And the second only to those who don't believe in a god, who are most simply
identified by the label atheist.
There doesn't appear to be anything more complicated about the OP than that.
