It's illegal in Russia to evade Russian taxes. Browder's company, Hermitage Capital Management, is headquartered in the Bailiwick of Guernsey, a small island in the English Channel.

Ziff Brothers Investments is headquartered in New York City.
They don't seem to have violated US campaign finance laws, however.

HRC damaged herself by hiring DWS to work on her campaign. That was a self inflicted wound.
