So many college graduates are doing crappy jobs because that is all they can get.
Now imagine EVERYONE is a college graduate.

Who does the crappy low paying jobs?
First of all, even when eduation is free, not everybody will be able to benefit from it. Not everyone has the brains to become a rocket scientist and not everyone has the stamina to do road works.
Second of all, why are there crappy, low paid jobs?
Why does a doctor earn more than a nurse?
Why does a bank manager earn more than a sewage worker.
If everyone is highly educated, like you think will happen, you’ll see a shift in salaries. If nobody wants to clear garbage, and it still needs to be done, then those salaries will go up to entice people to do it.
Thirdly, there’s always people, who even when highly educated, don’t want to be hassled by complicated jobs.
Think of artists, musicians, writers (not the famous people). They just want an easy job to get by, so they can focus all of their creative energy into their own projects.
Again, how do you think Scandinavia does it?
Have they collapsed into despair because of a well educated workforce and a great quality of life?
Do they not have shops? Gym instructors? Primary school teachers?

Free tertiary education normally comes with a requirement to pass exams, including entrance exams.
It gives the hardworking poor opportunities to advance themselves, and kicks out those who can't or won't work.
So responsible parents teach their kids of the benefits of hard work. Dumb or lazy rich kids can get out of the college system and live on their trust funds.

Then college graduates got picked before high school graduates.

If I had a daughter that wanted to go to college and major in Women's Studies or Sociology, I wouldn't let her go - or I would not pay for it.

Like the UK the US imports well educated students and post grads into the US and that boosts the economy. What’s wrong with footing the bill and getting some more home grown post grads.
