Are you flipping kidding? It would not take a bill? You of course are saying Biden should just say CLOSE THE BORDER.
If that happened do you think that will stop people sneaking in?
The bill that Trump killed would have put some 10 or 12 BILLION to hire border guards, judges, workers to process applications and so forth. That is the ONLY way to control border issues, not some stupid CLOSE THE BORDER deal you are in love with.
