The payment by the Clinton Committee was actually to a law firm which then eventually used some of the funds to pay for the research, which had already been started by a right wing newspaper. So a payment to a law firm sure looks like "legal services". If they're smart, they'll wait until he has the nomination sewn up and then indict him. If they really do get him and get him early enough, they're just taking out the weakest possible Republican candidate in 2024.

For others who keep insisting that there won't wind up to be any charges at all, you don't until DAs or the Grand Jury process. The chances of a Grand Jury ending without any indictments if the DA wants some is remote.
