Yeah, it does sound like an oxymoron of sorts, but I think that the thinking is that the scramble to change the election rules, just before the election, was a legal process technically speaking, but it obvious intent, which succeeded, was a bit questionable.

I think the only reason Trump is facing an indictment is because Cohen will testify to intent. Had Hillary's lawyer been interrogated by Mueller for funneling money to the Steele dossier the same way Hillary would have her lawyer testifying to intent against her to save his own butt.
