If a person has Y chromosomes in every non-sperm cell in his body, then he is a male, regardless of how he feels. If he suffers from gender dysphoria, then Godspeed to him in dealing with it, but he doesn't get to participate in women-only activities (if you really want an example, I'll start with a state-sanctioned women's race, such as that hosted by a state school; though I'm sure you can think of some others if you'll put your mind to it).

The NCAA has requirements that transgender women who wish to compete "get treatment to lower their testosterone levels before they can compete in women's sports." This is a reasonable requirement to ensure that such competitions are equitable.
On the other hand, the laws you are championing are simply an extension of right wing attacks on unpopular groups.
To me a challenge to such laws would be easy to decide; I'd strike them down as lacking any rational basis.
