No. It means they won't retreat at all.

I am at work also, so I dont have the game in front of me, but a thought that you could try is this:
Create a new unit in the region you want to rank your army. Add each unit you want in the army and set the rank when they are added. It asks what rank you wish to set troops in an army when you add them to the army initially.

Why does it cost the army in Kent 1 MP to travel to Cornwall, yet it takes the same army 2 MP to travel from Cornwall to Wales?

Something I didn't see; are there stacking rules or can you place an unlimited number of units in a province?
